Its silhouette is seen from far away - even from the left Volga bank, through lacy construction of TheVolga Bridge… Ulyanovsk - one this name fills the soul with deep emotions… Length of the railway bridge is more than two kilometers, with one edge it rests upon the left low bank and the other sets on the foot of Venets hill. On this hill Ulyanovsk stands, or, rather, its historical center. The city is hardly seen from the water, only on the top of the hill buildings appear among the trees, and on the steep slope are seen roofs in green trees of gardens… Here, on the top of the hill is situated the most beautiful, the most memorable place, which is dear to the heart of every citizen, - Venets… In this beautiful place, which is situated on this high hill-side, walked many famous countrymen. Here Nikolay Yazykov made a declaration of love to his small homeland. On Venets walked famous historian Nikolay Karamzin. Great poet Pushkin stayed in the city. And every time, for all of them the city was beautiful in blossoming of gardens, quite provincial streets, boundless Volga expanse… Slightly modified, but still splendid, today we see the city, its present citizens.

After the immense conflagration in 1864 it was decided to make a public garden on a square around the monument to N.M. Karamzin. In all seasons Karamzin public garden pleases our eyes and it is a favorite place of citizens' rest. Its uniqueness lies in the fact that here until now remained implantations of the 60-80-s of the 19th century - one birch, three pine-trees and two poplars.

Gonacharov public garden was established on the place of former Church in the name of the God Ascension. Since the second half of the 17th century the church was wooden, and in 1729 - 1769 - stone. In this church was christened I.A. Goncharov. In 1844 the church was raised to degree of a parish of Spaso-Voznesensky cathedral. In 1930 the cathedral was closed, in 1936-1938 it was demolished, and in its place was established the public garden.

The favorite place for leisure of Simbirsk citizens was boulevard that occupied the upper edge of the Volga hill-side and extended from Vladimir garden to Sennaya Street. The boulevard was established after the conflagration of 1864. There were arranged arbors and pavilions, performed the war orchestra. From the boulevard that is situated on the very crest of Simbirskaya Hill opens up a splendid view to the Volga River with islands and after Volga expanses for many kilometers.

The boulevard in Goncharov Street was arranged in 1854 from K. Libknekht St. to K. Marks St. At those times it looked decently: two rows of acacias, paled with wooden fence, with a foot path in the middle two sazhens long (sazhen is Russian measure of length, is equal to 2.13 m). After the conflagration of 1864 it was restored and extended to the north part of the city up to Krasnoarmeyskaya St., and it was also widened.

Plastov Boulevard was arrange at the beginning of the 20th century and in fact is an extension of the Boulevard in Goncharov Street. It is divided into three separate squares with symbolic names "Vera" (faith), "Nadezhda" (Hope), "Liubov" (Love). At the territory of two of them, in connection with Lenin Memorial building was created an absolutely new landscape composition. At the end of the 80-s the boulevard was named the Boulevard of A.A. Plastov, in honor of the famous artist, the Simbirsk region born.

In 1869 to the city of Simbirsk was appointed Ilya Nikolaevich Ulyanov as an inspector of national schools. By that time in the Simbirsk region was counted 89 more or less well organized primary public schools. For the period of his activity (ant that is 16 years) Ilya Nikolaevish managed to increase number of schools up to 450 (!).
